EMR and EHR get used as if they were the same word, and for most small practices shopping today they nearly are: the products sold under both labels do notes, orders, e-prescribing and a patient record. The distinction that still matters is not the label on the box, it is whether the record is built to leave the building. If you refer out, take referrals, or exchange with a hospital, that is the line to comparison-shop along, and it is a question you can check rather than take on trust.

Ask what the record does at the practice boundary
Can it send and receive a summary to another practice, does it talk to your state registry, and what happens when a patient asks for their record in a format they can use. A product that only works inside your own walls is a chart, not a health record.
Look the product up before the second demo
Certification, and the criteria a product is certified against, are published. Search the product and the version you are being quoted, not just the vendor name, and take the difference between the two into the next call.
Separate the specialty content from the platform
Most of what makes a system feel right in a demo is the specialty template pack, and most of what makes it painful in year two is the platform underneath. Score them as different rows so a good template set cannot carry a weak platform through.

Is an EMR different from an EHR? In the strict use, an EMR is the record inside one practice and an EHR is built to be shared beyond it. In vendor marketing the words are interchangeable, so compare on what the product actually does at the boundary rather than on which word is on the page.
Does a small practice need certified health IT? It depends on the programmes you take part in and what you bill. Certification is a public fact you can check rather than a claim to weigh, so put it on the chart as a row and look it up rather than asking the sales team.
